To be eligible for the scholarship, applicants must be a national of or permanently domiciled in one of the following countries:
| South East Asia: Indonesia, Maldives, Mauritius, Seychelles |
| South Asia: Pakistan, Sri Lanka |
| Central Asia: Azerbaijan, Kazakhstan, Uzbekistan |
