Abstract

Children's rights to protection from violence, neglect, abuse, exploitation and sexual offences are clearly laid out in the Convention on the Rights of the Child (CRC), which reflect human consensus that a world fit for children is one in which all children are protected1. According to the statistics2, more than 2,000 cases were reported on child abuse in Malaysia each year and only cases of extreme abuse and neglect are reported. For this year up to April, there were 1,929 cases already reported solely on child abuse3.

In view of this, child protection has always been the priority of the Malaysian Government. Child Act 2001 was introduced to deal with issues revolving child protection4. This Act is a consolidation of three previous laws on issues relating to child protection and juvenile justice, namely the Juvenile Courts Act 1947, Women and Young Girls Protection Act 1973 and Child Protection Act 1991. The introduction of Sexual Offences against Children Act 2017 further strengthen the government commitment in dealing with child protection.

Nonetheless, enforcement of the Act is not the only measure to tackle all the issues surrounding the safety of children. Hence, UoRM Outreach Committee in collaboration with Jabatan Pembangunan Wanita Johor and Johor Women’s League (JEWEL) will be organising Reading Literacy Seminar on Child Protection to understand the process, protocols and Standard Operating Procedure (SOP) of Jabatan Kebajikan Masyarakat (JKM) in dealing with child protection.

The first talk will be delivered by Dr.Kai Li Chung from School of Psychology & Clinical Language Sciences, University of Reading Malaysia. She will be delivering a talk entitled “Paedophilia and Sexual Offences Against Children”. This talk provides a brief overview of what is known, what is not yet known, and the implications for assessment, treatment, and prevention.

The key speaker for the day is the Deputy Director of Jabatan Kebajikan Masyarakat (JKM), Puan Rosnah Sardi in which she will be delivering a talk on the process, protocols and the standard operating procedure (SOP) of JKM on child protection and the role of child protectors.
