The cost of studying at a private or UK university in Malaysia depends on the type of institution, the programme, its length and whether you are a Malaysian or international student. According to The Star, degree programmes start from around RM25,000, and tuition is only one part of the total cost. You may also need to budget for university fees, accommodation, daily expenses and foundation studies if you do not meet the direct-entry requirements for your degree.
Malaysia remains a popular place to study. Ministry of Higher Education figures reported by Malay Mail show that 159,138 international students were enrolled in Malaysian higher education institutions as of 31 December 2025, or 12.6% of total enrolment. Local students also have plenty of choice, from homegrown private universities to UK university branch campuses that award the same degree as the home campus in the UK.
The sections below explain the main types of private universities in Malaysia, compare their fees and show you how to calculate the real cost of completing a degree.

What Is the Difference Between a Private University and an International University in Malaysia?
Private higher education in Malaysia includes local private universities and foreign university branch campuses. Although both operate in Malaysia, their ownership, degree-awarding arrangements and programmes can differ.
A local private university is a homegrown institution, established in Malaysia, that designs and awards its own programmes and qualifications.
“International university” is a broader term. People use it to describe universities with an international presence, curriculum or student community. In Malaysia, it can include foreign universities that operate an international branch campus in the country.
A foreign university branch campus, however, is an overseas university's campus operating in Malaysia. Students can study locally and earn a degree awarded by an overseas university. University of Reading Malaysia, for example, is one university with campuses in the UK and Malaysia.
The distinction affects tuition fees, degree structures, programme choices, rankings and overall study costs, so it helps to know which type you are comparing. Students in Malaysia can choose between public universities, local private universities and UK-based universities in Malaysia that award the same degree as their UK campus.
How Much Are Private and International University Fees in Malaysia?
Private and international university fees in Malaysia vary depending on the field of study, qualification level and institution. Professional programmes such as medicine and dentistry cost considerably more, while business, arts and most other undergraduate programmes sit at the lower to middle end of the range. According to The Star, degree programmes start from around RM25,000, while undergraduate medicine can cost around RM300,000 and up to RM600,000 or RM700,000.
Over the length of a whole degree, the gap with overseas study is large. Based on OCBC data, Free Malaysia Today estimated that a three to four-year private university degree in Malaysia costs around RM110,000 in total. The same article estimated approximately RM496,000 for studying in the UK and RM263,000 in Australia. Malaysia can therefore offer a very different overall cost structure for higher education.
Local Private University Fees in Malaysia
Local private universities in Malaysia commonly charge around RM10,000 to RM40,000 per year, depending on the programme, faculty and institution. Business, arts and similar programmes sit toward the lower or middle end of that range. Programmes that need specialist facilities, laboratories or clinical training tend to cost more, and professional programmes such as medicine and dentistry can be priced well above the general range.
Programme duration also affects the total tuition fees. For example, a degree with annual tuition of RM30,000 would cost RM90,000 over three years, before additional university fees and living expenses.
Foreign University Branch Campus Fees in Malaysia
UK and other foreign university campuses in Malaysia commonly charge around RM35,000 to RM55,000 per year for undergraduate study, depending on the university and programme. The fee is higher than the lower end of homegrown private universities, yet the total stays well below the cost of studying overseas once accommodation and living expenses are included.
At the University of Reading’s campus in Malaysia, undergraduate tuition fees are RM40,800 per year for Malaysian students and RM48,000 per year for international students. The same rates apply across its undergraduate programmes in Malaysia, including business, law, psychology and built environment degrees.
Studying at a foreign branch campus can allow students to earn an overseas university degree while paying Malaysian tuition and living costs. The overall savings depend on the course duration, fee structure and the cost of living in each location.
Fees for Malaysian and International Students
Malaysian and international students may be charged different tuition fees for the same programme. At the University of Reading Malaysia, the same undergraduate degree costs RM40,800 a year for a Malaysian student and RM48,000 a year for an international student. Over a three-year degree, the difference in tuition alone comes to RM21,600.
International students may also face extra costs such as application, visa and insurance expenses. For example, University of Reading Malaysia currently lists an RM530 international application fee (inclusive of 6% SST) for undergraduate applications, which is deducted from tuition upon successful enrolment. Malaysian undergraduate applicants have the application fee waived.
What Do Private and International University Fees in Malaysia Actually Cover?
Tuition fees generally cover the teaching for your programme, academic and student support, and the other resources normally available to registered students.
Additional costs can still apply for some programmes or individual circumstances. These can include:
- Resit fees, where applicable
- Excursion or field trip costs
- Printing and study materials
- Programme-specific equipment or other required expenses
Placement years may have a separate fee structure. Under UoRM’s Student Fees Policy, students on a placement year pay 15% of the gross annual tuition fee for their programme. Scholarships, bursaries, incentives and other fee waivers do not apply to the placement-year fee, except for a 100% scholarship.
Check how placement fees, scholarships and other charges apply to your own programme before calculating the full cost of your degree.
What Other Costs Should You Budget for When Studying in Malaysia?
Tuition and university fees are only part of the cost of completing a degree. A realistic budget also includes:
- Accommodation: University accommodation, a private rental, a shared unit or living with family
- Food and daily expenses: Meals, groceries, utilities and phone plans
- Transport: Daily travel to campus and trips home
- Books, software and study materials: Textbooks, licences and equipment
- Programme-specific expenses: Field trips, materials or professional memberships
Department of Statistics Malaysia data reported by Free Malaysia Today shows that Malaysians aged 15 to 30 spend an average of RM1,710 a month, including RM1,026 on housing and RM480 on transport. International students should add visa, insurance and immigration-related expenses on top of these daily costs.
Students who need to complete a foundation programme before entering undergraduate study should add an extra year of tuition and living costs to their total budget. Pre-sessional English courses can also add to the cost for students who need additional English preparation before beginning their programme.
How to Calculate the Real Cost of a University Degree
Comparing tuition fees alone can be misleading. A simpler way is to split the real cost of a degree into three parts.
Total degree cost = Total study costs + living costs − financial aid (scholarships and bursaries)
| Cost Category | What to include |
|---|---|
| Study costs | Tuition for every year of the programme, compulsory university fees, and foundation or pre-sessional study if you need it |
| Living costs | Accommodation, food, transport and study materials, plus visa and insurance for international students |
| Financial aid | Scholarships, bursaries and fee waivers you receive |
Example: Estimated cost for a three-year degree with tuition of RM40,000 a year:
| Example | Amount |
|---|---|
| Study costs (RM40,000 × 3 years) | RM120,000 |
| Living costs (RM1,710 a month × 36 months) | RM61,560 |
| Financial aid (20% tuition scholarship) | − RM24,000 |
| Real cost of the degree | RM157,560 |
This estimate excludes other potential expenses, such as application charges, travel, programme-specific costs and unexpected expenses. It also assumes the living-cost estimate remains unchanged over three years.
Programme duration can therefore count for as much as annual tuition. A four-year degree at a lower annual fee can end up with a higher total than a three-year degree at a higher annual fee.
How Can Scholarships and Financial Aid Reduce University Costs?
The advertised tuition fee is not always the amount a student ends up paying. Scholarships, bursaries and education loans can change the net cost substantially.
At UoRM, the options include:
- High Achiever's Scholarship: Eligible students may receive a tuition fee waiver of up to 30%.
- Provost Award: A selective award offering tuition fee waivers of 50% to 100% for eligible students entering full-time Foundation or Undergraduate programmes, subject to terms and conditions.
- SPM Trial Results Scholarship: An option that allows eligible students to apply using their SPM trial results before their final results are released.
Even a partial scholarship changes the total cost. For instance, a 30% scholarship on RM40,000 annual tuition reduces the tuition component by RM12,000 a year, subject to the award’s terms and duration.
The National Higher Education Fund Corporation (PTPTN) is another source of financing for eligible Malaysian students on approved undergraduate programmes. Nevertheless, foundation fees are not covered by PTPTN, so plan for that cost separately. You can also check external scholarships from other sponsors.
What Should You Compare Beyond Fees at Private and International Universities in Malaysia?
The lowest tuition fee does not always offer the best value. Malaysia’s private higher education market is large, with the Penang Institute noting that 558,692 students were enrolled in private higher education institutions in 2023, or 44.8% of total higher education enrolment. Quality varies across that market, so look at what each programme offers for its fee:
- Programme accreditation and recognition: Malaysian accreditation and relevant professional recognition
- Degree awarded: Which university awards the final qualification, particularly when you compare homegrown private universities with foreign university branch campuses
- Curriculum: Modules, specialisations, electives and practical learning opportunities, beyond programme names alone
- University reputation: Recognised global and subject rankings alongside cost
- Industry exposure: Placements, internships, professional partnerships and industry-linked learning
- Graduate opportunities: Career preparation, professional routes and postgraduate study after the degree
The University of Reading is ranked in the top 200 of the QS World University Rankings 2027. Henley Business School, the University of Reading’s business school, holds Triple Crown accreditation from AACSB, AMBA and EQUIS. Individual programmes also carry their own professional recognition, such as British Psychological Society (BPS) accreditation for psychology and Legal Profession Qualifying Board (LPQB) recognition for law.
The University of Reading Malaysia offers undergraduate degrees from RM40,800 per year, with scholarship awards of up to 100% tuition fee waiver for eligible students. Explore all programmes and scholarship options to compare your study options and estimated costs.

FAQs about Private and International University Costs in Malaysia
Can I use PTPTN to pay for a private or foreign university in Malaysia?
PTPTN financing is available to eligible Malaysian citizens at accredited private institutions, including some UK university campuses in Malaysia. PTPTN applies to undergraduate programmes only and does not cover foundation programmes. Students should confirm eligibility directly with PTPTN and the institution before relying on this funding for a specific programme.
Is a degree from a UK university campus in Malaysia the same as a UK degree?
Yes. A degree from a UK university campus in Malaysia is awarded by the UK university. The qualification carries the same name, standards, and degree-awarding body as one studied on the home campus in the UK. It is recognised by employers and postgraduate institutions that recognise the UK university's degrees.
Is studying at a UK university campus in Malaysia cheaper than studying in the UK?
Yes, significantly. Studying at a UK university campus in Malaysia costs a fraction of what the same programme would cost at the UK university's home campus in the UK. The qualification awarded is identical, but tuition fees and living costs in Malaysia are considerably lower, making it a more accessible route to a British degree.
